BUILDING PERMITS

Structural change to any building requires a building permit. Building permits are issued by the county in which the property lies (Albemarle or Fluvanna). Changes that affect the outside appearance of a building in the Historic District and in the entrance corridors require approval from the Architectural Review Board. The Town Administrator can explain the permit process in more detail.  If you are in the Historic District, you should allow at least a month for the building permit process.

GARBAGE COLLECTION
The town provides for garbage collection through the services of a private firm. The fee for this service is $18 per month, billed quarterly; this fee also helps pay for cleaning the town’s sidewalks. Trash pick up is on Thursday mornings. Selected businesses having large volumes of trash make other arrangements for trash disposal. Recyclable items can be taken to the McIntire Road Recycling Center in Charlottesville. Twice yearly, in the spring and in the fall, the town provides for curbside pick-up of household trash and larger items such as old appliances, to encourage residents to keep the area around their homes clean and attractive. Residents are informed of the dates and times for these special trash pick ups in their quarterly trash bill.

TAXES
The Town of Scottsville does not collect real estate or personal property taxes. Scottsville property owners pay real estate and personal property taxes to that county (Albemarle or Fluvanna) in which their property lies. Scottsville derives its revenues from utility taxes, meals tax, business and professional licenses, bank franchise tax, locality share of sales taxes collected by the state, transient occupancy tax, and other revenue producing sources. The Town Council adopts a yearly budget at a public meeting in April or May.

VEHICLE DECALS
Scottsville residents with motor vehicles are required to purchase Scottsville vehicle decals annually. Decals are $25 and can be purchased at the town office or at BB&T, and must be displayed on vehicles by January 31. New residents must purchase vehicle decals within 30 days of moving to town.

A. RAYMON THACKER LEVEE AND MINK CREEK PUMPING STATION
The A. Raymon Thacker Levee is built to extend three feet above the highest recorded elevation of flood waters of the James River. In addition to the levee, the flood protection system includes a pumping station and provides for gates on Ferry Street and Main Street which seal off the town from encroaching waters. When the James River rises to flood levels, the Levee Superintendent, assisted by members of the Scottsville Volunteer Fire Department, activates the pumps in the pumping station and closes the flood gates. If you hear the siren sounding from the pump station, please call 911 to inform the fire department.
